You could have had a blocked condensate drain and an overflowing condensate tray, but this would tend to cause a steady drip. If you had a minute or so of rain, then that was water going into one drain and comming out your condensate tray.

I would suggest you talk to a lawyer which will cost 500 - 1000 AED for a consultation. I doubt there is a whole lot you can do. The law doesn't seem to offer much protection in a case like this.
