I set up a site with 2CO here. It seems to work fine.

worldpay and stormpay might be worth checking.

You can't get Paypal account from here I think because the Central Bank views it as an online bank and they don't have a licence to operate in the UAE.

Etisalat/EIM has some payment systems.
