Hey Jones. I'm surprised to know that in this day and age somebody is snail mailing christmas cards. It may've already been a little too late for you. I beleive there is a Post Office in the Media City. There is one in JA FZ which I've used a couple of times. Here is a list of Post offices in Dubai....

UK driver's license is allowed to get the USE license but your passoprt must match your license. So in your case the answer is No. Not without taking classes
