The private proxy costs around $120 a year, but no degradation of speed.

I think that's fairly expensive though.

One of the things I dislike about Etisalat is that they won't give fixed IP addresses to home users.

They block everythinf here in dubai. You can't even bloody open up msn without getting barred!!

and the port is 8080

if you need to open a blocked web site just download a simple program called U89,U90,U91, or U92
any one should work

Now using proxy in many Internet Service Providers (Isp) are disabled by Firewall Hardwares and it is almost impossible.
You can use vpn services instead to bypass restrictions or change ip addresses.
