I am offered a salary of AED14,000, accommodation of 3,000 plus 1 month gratuity and return air tickets.
Is this a market price for a Senior Quantity Surveyor? Certainly looks a bit low to me.
Any advice?

If you have western exp/backgroun then your hunch is quite correct. Quite a slap in the face for a senior surveyor.
