The job title reads like this:

Engineering Interface Manager
The Palm - Jumeirah Infrastructure

The person is American, with phd, and 20+ years of work experience .
Can please someone tell me, what is the salary range for the person like this.

engineer is a very loose term and widly used through the region to describe anyone who has any kind of qualification. it does not necissasily describe a persone with a western "engineering" qualification - architect, electrical engineer etc.....

what type of engineer? and a phd in what?????

In this case we are talking about "real" civil engineer . Phd in geology after master degree in mining from one of the leading european universities.
Very broad international experience working on high positions on major projects all over the world. Metro in Los Angeles, railroad Seoul-Pusan in Korea, railroad in Taiwan.
Working for many years, and sent to UAE by one of the largest american development companies.
