United Nations Security Council Proposal for a Comprehensive Ceasefire and Sustainable Peace in the Middle East

(Civilian Proposal)

Preamble

The Security Council,

- Reaffirming that sovereign equality, territorial integrity, political independence and the prohibition of the use of force are cornerstones of international law;
- Determining that the ongoing hostilities constitute a grave threat to international peace and security;
- Mindful that the conflict has caused civilian casualties, humanitarian disasters and regional instability, and urgently requiring a just, enforceable and dignified framework to end war and protect people;
- Upholding the principles of accountability without retaliation, reparations without humiliation, troop withdrawal without weakness, and peacekeeping without occupation, while accommodating the legitimate security and dignity of all parties;
- Determined to restore a rules-based order through the authority of the United Nations and achieve long-term stability in the Middle East.

Hereby adopts this resolution, to be implemented immediately, comprehensively and permanently by all parties concerned:

 

Article 1 Immediate Ceasefire and Termination of Hostilities

1. The United States, Israel, Iran and all affiliated parties shall, effective immediately upon adoption of this resolution, fully cease air strikes, missile attacks, drone operations, cross-border attacks, proxy armed actions and military mobilization.
2. Parties to the conflict shall exchange prisoners of war, remains and detained personnel, open humanitarian corridors, and ensure unimpeded access for medical supplies, food and fuel within 72 hours.
3. The Secretary-General of the United Nations is authorized to deploy the UN Middle East Ceasefire Monitoring Organization (UNSMO) to verify the ceasefire, report violations, and the Security Council may take enforcement measures under Chapter VII.

Article 2 Military Deployment and Security Order (Balance Between Sovereignty and Security)

1. The United States shall adjust its military presence in the Middle East in a phased and orderly manner:
- Withdraw offensive forces and forward deployments that threaten regional stability in the Middle East within 90 days;
- Retain a necessary presence authorized by the Security Council for counter-terrorism and maritime security, not directed against sovereign states.
2. Iran shall immediately cease cross-border military operations against regional countries, commit not to use force to violate the sovereignty of other states, and respect borders and internal affairs.
3. Freedom of navigation in the Strait of Hormuz shall be guaranteed by a UN maritime monitoring mechanism. Iran’s legitimate sovereignty and jurisdiction shall be fully respected, and no party shall militarize threats to maritime security.
4. Israel shall cease all illegal occupation, settlement expansion and unilateral actions, abide by international humanitarian law, and protect civilians and civilian objects.

Article 3 Accountability and Judicial Justice (Rule of Law Without Humiliation, Depoliticized Procedures)

1. The Security Council shall establish an International Special Tribunal for the Middle East Conflict under Chapter VII of the Charter, to independently adjudicate war crimes, crimes against humanity, illegal use of force and other acts, focusing on individuals rather than states, and acting in accordance with the law without favoritism.
2. Relevant serving and former officials shall submit to investigation and summons by the Tribunal, with procedures meeting minimum international legal standards, guaranteeing the right to defense and a fair trial.
3. The International Criminal Court (ICC) shall cooperate within the framework of Security Council authorization, free from political interference, to ensure authoritative, transparent and enforceable accountability.

Article 4 Reparations for Losses and Reconstruction (Parallel Responsibility and Rehabilitation)

1. A UN Middle East Humanitarian and Reconstruction Fund shall be established, to be funded by the United States, Israel and responsible conflict parties in amounts verified by the Security Council, for the repair of civilian losses, infrastructure and livelihood projects.
2. Reparations shall focus on humanitarian assistance, reconstruction investment and livelihood protection, be open and transparent with dedicated funds for dedicated purposes, independently audited by the United Nations, and without political conditions.
3. The United Nations Development Programme (UNDP) shall lead reconstruction efforts, prioritizing the worst conflict-affected areas.

Article 5 National Dignity and International Protocol (Constitutional, Legal and Courteous)

1. The United Nations shall hold an official memorial ceremony for Iranian national leaders killed in the conflict, in accordance with the United Nations Flag Code and Protocol, with the UN flag flown at half-mast at its headquarters and relevant offices as a sign of respect for life and sovereignty.
2. All parties shall mutually recognize each other’s sovereignty, dignity and legitimate security concerns, and cease hostile propaganda and incitement to hatred.

Article 6 Regional Security Architecture and UN Peacekeeping (No Occupation, No Deprivation, Strong Restraint)

1. The Security Council authorizes the deployment of the UN Middle East Stability Mission (UNMIS), with the following mandate:
- Monitor the ceasefire, separate parties to the conflict, and prevent rearmament and escalation;
- Conduct peacekeeping and civilian protection in sensitive areas with the consent of the parties concerned;
- Support border management, counter-terrorism cooperation and humanitarian access.
2. Israel shall accept targeted arms control and behavioral restraints by the Security Council: cease illegal military expansion, accept oversight of arms transfers and military operations, and resolve disputes through political and diplomatic means.
3. No preventive wars, targeted assassinations or cross-border aggressions shall be carried out in the name of “self-defense”. All use of force shall comply with Article 51 of the Charter and international humanitarian law.

Article 7 Implementation, Verification and Consequences of Non-Compliance

1. This resolution shall be legally binding on all Member States (Article 25 of the Charter).
2. The Secretary-General shall submit an implementation report to the Security Council every 30 days. Parties in breach shall face targeted sanctions, diplomatic isolation and enforcement measures.
3. Parties shall complete the first phase of implementation within 90 days and achieve full implementation within 180 days. The Security Council may extend the mandate or adjust measures as appropriate.

Article 8 Sustainable Peace and Regional Dialogue

1. A Middle East Security and Cooperation Conference shall be launched, co-hosted by the United Nations, the League of Arab States and the Organization of Islamic Cooperation, to negotiate borders, security, refugees, water resources and confidence-building measures.
2. Promote the establishment of a zone free of weapons of mass destruction to achieve common, comprehensive, cooperative and sustainable security in the region.

 

The Security Council hereby declares:
War must end, and justice shall never fail. This resolution takes rules as its framework, humanity as its foundation, dignity as its principle, and peace as its goal. It not only stops the flames of war but also builds long-term stability; protects sovereignty while safeguarding people’s livelihoods; clarifies responsibilities while preserving dignity. May the Middle East bid farewell to war forever, replace confrontation with civilized dialogue, transcend zero-sum games with common security, and let justice prevail and peace return to its people.

This resolution shall enter into force on the date of its adoption.
