They are actually mobile numbers like 050 7777243 or 050 83 83 82 8
Some people have contract with Etisalat and sell these kind of numbers.

you can try souq.com but they ridiculously priced.

you're better off just getting a contact in etisalat or making friends with someone who can get you those numbers and just pay the regular price...
