I HAVE A 2007 ROLLS-ROYCE PHANTOM. I AM LOOKING TO SHIP IT TO DUBAI BUT I NEED TO CONVERT IT TO GULF-SPEC. WHAT ARE THE MODIFICATIONS THAT NEED TO BE DONE TO IT, HOW MUCH DOES IT COST, AND WHO SHOULD I CONTACT TO DO IT?

Depends on where you're gettin' it from in the US.

For example:

If you're gettin' a US Spec car from the Mid/Northern states like IL, NY, MA, TN, MI, etc, cars there normally come with the COLD-PACKAGE. If you're gettin' it from one of those states, i'd say don't.

But if you're gettin' a US Spec car from Southern States like FL, TX, AZ, NV, etc, the weather is about the same as over here in Dubai. So what works there, technically should be fine for Dubai as well.

The only difference is, the Speedometer, maybe the Radiator (not sure), thickness of the glass, etc

The Dealership should be able to give you specifics.
