I am looking for apt next to metro or bus stop! and the costs around 17,000
is there any possibilities to find in Dubai?

Try out dubai marina, mall of the emirates. You will find good accomodation.

What about the real estate agent fees, i tried above mentioned site and it was asking for the handsome amount of the commision.

You have better solution of the same.
