I think its about whether the pair are married or not; see this case of a couple arrested for being in a boyfriend / girlfriend relation.(police were called for another reason).

I am all for moral laws, but should such an esteemed police organization be seizing undergarments to check for traces of bodily fluids ?

DUBAI — Two students claimed they were married and denied indulging in illicit sex when they appeared in the Court of Misdemeanours on Wednesday.

However, they failed to produce their marriage contract.

The two Iranians aged 25 were arrested on the night of February 20 after the man called the police fearing that his girlfriend might commit suicide.

The police were informed about a suicide attempt at 3.20am that day. The caller was the male defendant.

When the police arrived on the scene — an apartment in a tower on Shaikh Zayed Road — they found the man waiting outside.

He told the police that he had an argument with the woman and he came to her place to talk to her but she did not let him inside.

When the police confronted the pair with what kind of relation they had, they admitted to having illicit sex many times. They claimed they were married legally.

The woman was referred to the Forensic Medicine Section of the General Department of Criminal Evidence and the man taken to the police station. Later, both were arrested and referred to the public prosecution.

Their undergarments were seized.

The forensic medicine report said the woman was not a virgin. No traces of semen were found on her or on their clothes.

The woman attributed the bruises found on her right arm to the way the woman sergeant had grabbed her that night. She said that she was a divorcee with no children.
