Shaikh Mohammed Bin Rashid Al-Makhtoum is reportedly worth US $ 10 Billion. He would not be on this list because as a general rule when they compile these lists they leave off Royalty and Soverign Heads of State because sometimes it becomes hard to distinguish between what belongs to them personally and what belongs to their state. If they were included the top of the list would be filled with members of the House of Saud, Al-Nahyan, Al-Makhtoum, Oranje-Nassau etc.

Cos he actually runs a proper business instead of some hand-me-down city. And none of that goes to the Saudi government by default (unless they bought shares).
