What is your preferred choice of web design software?and also the development software? Do you use just one program or a bundle?

That's a really broad question. For editing code, I use Notepad++ on Windows and gedit on Linux. For graphics work, I use GIMP. I use the Adobe Flex SDK for some Flash/Actionscript work (not really my forte). As for Firefox plugins, I use Firebug and Noscript.

My entire development stack is composed of open source or free (as in beer) software.

I use Dreamweaver and Notepad almost all the time when creating/editing HTML and CSS files - Dreamweaver to whip up a quick HTML file and Notepad when I want to add a few specific details.
