Yes this is true even before and after the latest Panda and Penguin updates.
I'm curious on your thoughts about how things have changed for whitehat SEO after Panda and Penguin. Lots of friends I know have done whitehat SEO and their sites were still affected by the updates, it seems Google is just trying to get more Adwords customers and it's not about SPAM or quality anymore!
