It's been blocked for years. I think because otherwise you can view blocked sites via archive.org. That, and google translate are two of the most irritating blocks they have.

Yes, at pharmacies, no prescription or marriage certificate needed. If you're not married, don't draw attention to the fact, don't annoy your neighbours, don't live in Sharjah, and you'll probably be fine.
