Maybe the fence was open at the bottom and probably on one side that's why the car got through. And since the fence's nature was probably springy, it just sprung back in place quickly. The police probably knew this after they investigated the fence but figured they would appear incompetent if they reported it so they did a cover up job. Or.. the car was really a ghost.
There has to be a practical explanation.

Has anyone seen a program in BBC titled 'When machines take control' or something of that sort ? there were lots of weird, unexplainable videos shown. One i remember a cop chases a car down an alley and holds on to the car and breaks the glass while hangnin on to it.. and finally at the end of it all, the car pulls over just to see no one inside it.
But whats the truth in all these videos, where can someone verify the authenticity of it.. lets talk then.

No.
I meant "aliens" as someone from another country and perhaps without a license and who is used to driving on the "wrong" side of the road. Going thru a fence; not a problem - perhaps a Dubai trained driver

Why? Haven't you heard of aliens.
Aliens and ghosts are kind of different though. You can believe in aliens and not believe in ghosts and vice versa.
For the record - I'm convinced about ghosts so I am willing to be open minded.
Aliens - it's a closed book - no such thing.
