License for how many people ? You can buy it from any Microsoft partner in Dubai. Check the Gold certified or certified partner in Dubai.

Go to AL-Ain Mall in Dubai - Bur Dubai opposite JUMBO electronics.
Upstairs there is a software shop that only sells software...games...windows...etc...
You can get it there. (thats one place out of the many)
