Well, I've seen a video about a type of glass which never gets dirty (even water droplets dont stick on it).
But i dont know if they are used commercially at the moment.

Sage: Eco glass cleans itself with Sun
Invented 2004 I think, and is definitely available in the market now, I think Burj Dubai has robot window cleaning equipment, but some of Leicester Uni has self cleaning glass!

The system you posted is great for places like the UK where it rains every other day, here in Dubai we didn't see rain for at least 6 months, and who knows when it will give us a soaking.

Some anti-dust technology on micro scale has been used in some digital cameras namely Sony Alpha DSLRs. One is by vibrating the sensor inside the camera so some dusts (though not effectively 100%) would fall from the sensor. I'm not sure vibrating a big glass window will do though ;)
This sensor is also equipped with Indium-Tin Oxide antistatic coating (which is used by NASA to coat spaceship windows) so that dusts will not stick easily. However, large scale application on building window would cost a fortune. But the technology is there, it's just a matter of time.

The dust problem here is also compounded by high humidity.
