i want a tattoo in dubai and have herd that a place in crowne plaza called aruna's salon does them ? is this true and if so is it a hygenic place?

No it'll be semi permanent or permanent make-up tattoos. Tattooing (body art) is illegal in Dubai, there are a few people that do it, but you have to know where to look to find them. There are also alot of dodgy people doing it.
