So I have been using Skype from Jebel Ali and DMC over the last couple of months to make calls..but it seems to of been blocked this week..anyone else found this ?
I can still use the chat facility.

They meant THEIR VoIP services... and NOT Skype.

Yes, the head of Etisilat recently said they were fighting a "losing war" with VOIP as it was the medium of the future but as usual all he said to "fix" this was that they would launch VOIP at some point in the future. It will be legal within the UAE on their service, but of course utterly useless to people wishing to phone free to friends online internationally as they'll have different software, so all it qill equate to is "cheaper" international calls at a rate set by Etisilat. Something tells me we shouldn't hold out hope for a 90% price reduction.
Information for fixing Skype connection (and other connection issues) is freely available by Googling, as I say, friends all over the UAE also use Yahoo messenger and although they've had a couple of problems (sometimes user at other end can't hear) they work eventually.

I was on skype back to UK last night and it seemed to be ok.

Me too, last night Skype was working again in the Emirates Hill area.
....But I have used Yahoo Messenger the last few days, and actually the sound quality calling with South Africa was very good and sometimes even better than Skype at the SA end. With this I mean PC to PC. I saw that you can also make PC to phone calls with Yahoo. Anyone tried this?
