If they go in that direction, I bet customers will still get the crappy service that HSBC has always given. Eliminating those accounts under 20,000 AED will also eliminate more jobs.

Nothing wrong with that to be honest. Consumers will look at it from a consumer side, while the business will look at it from a profitability point of view.
High salary people will cost less to maintain and be more profitable. You as a director of a company responsible to your shareholders, what would YOU do?
This is a bank, not a charity. Dont like HSBC? go to any of the other umpteen banks in the UAE (its not like HSBC was renowned for its customer service and excellent support anyways)

HSBC is a total let down......HSBC Middle East the worst Bank I ever came across. Simply stay away if you want to avoid problems.

HSBC = suckiest bank in UAE...however, very good in egypt weirdly enough
