Need Help w/ Visa Information

HRHelp Hello, My company (based in USA) would like to set up an office in Dubai and send two employees there as Expatriates. I have been trying to do some research but can't seem to get my hands on specific information. Can somebody tell me what we need to do to establish an office in Dubai? How do we obtain a Labour Card & Residence Visa for our employees? What a good salary package would be for the employees? Is there a phone# where I can contact an official to help us? Any help with these questions would be greatly appreicated. Thank You!
