Every pre-paid SIM card has its
own phone number...
In my experience, I don't think its possible.

Yes it is possible just go to any branch of etisalat and ask for a replacement they will ask for proof of identification and you have to pay 50 dhs.

actually this was unbelievably straight forward. Rang etisalat and got the phone blocked. Visited Etisalat by defence roundabout and walked out 5 minutes later (50 dirhams lighter) with new sim card with old number. Was activated in under an hour.
A rare success!
