Hi there...I'm moving to Dubai in a month or so, and am interested in buying a villa in Dubai Marina or on the Palm Jumeirah. I'm looking at places that are ready now, as well as places that will be ready in the next 3-6 months. Any advice welcome, budget is up to AED 3mil.

Sorry to disappoint you -
There are only a few townhouses around the Emaar built part of the Marina (and very expensive if you can find someone to sell you one).
As for the palm, Garden Villas are around 5-6M at the moment with signature villas at 10-17M.
If you really want to live in one of these areas (still building sites for the next few years) then there are plenty of apartments.
PS Watch out for those annual service charges if you buy, they are a killer.
