Both. The two are connected.
If banks get government loan guarantees or simply capital to prop up their capital to debt ratio, they once again comply with accounting regulations of the central banks and are able to continue to take on risk. But banks aren't taking big risks yet cause they don't trust eachothers balance sheets.
To keep it short:
Interbank lending is gradually resuming because of the improved capital ratios. Why are the capital ratio's improved?
Well not just because all the printed money is propping up bank capital, but the revised accounting rules. Remember the mark-to-market accounting standard being disposed off recently?
Thats the number uno reason that banks are able to breath again in my opinion. On the other hand. The balance sheets writedowns will take many more years than with MTM accounting. Its just one of the tricks that make bad assets look good on a balance sheet on the short term. The pain does take longer though as you won't write them down immediately to market value.

These debt issues are normally purchased by large investment companies in turn owned by Sheiks and other very wealthy investors. Besides as far as interbank lending in the middle east is concerned Repo rates are still pretty high in Saudi and UAE. And there are no signs of a cut. So the lending has to be spruced by accounting changes(asking for trouble since I'm not sure how widespread MTM is over here) or shoring up capital bases through debt issues. Most companies in the Middle East don't follow US GAAP or IFRS. So the practice of MTM would'nt be that prevailent RobbyG

There is nothing inherently wrong with marking assets on market value. Its actually the way of a free market mechanism as bad risks are being dealt with immediately and healthy risks being rewarded.
But, having said that, its true that this was necessary to get a breather as the entire economic system was under pressure because of the non transparant derivatives trade that was breaking the system apart.
The real problem was easy credit by enlarge due to FED policies.
Government involvement is the real problem. They appoint the FED and use their influence to cuddle the voter with pork spending.

For my trades I need to go through a brokerage. Although I do invest and trade a lot. Yet let's see I'm thinking of a undergoing a trading course at the DIFC. Which I may start mid August. That would depend on weather my application for Masters (ESE or Virginia Tech) comes through. If it does them I'm outta here. So I'm not too aware of what platforms they use, but I'm pretty adept at technical analysis. So if ur interested we could always discuss technical concepts like Bollinger Bands, RSI, MACD, Candlestick pattens etc. RobbyG

This is where you can practise your trading skills. They start you off with 50k of virtual money and you can learn the ropes with that. In three weeks time I up to 83k in monopoly money from my original 50k of virtual money. Not bad I must say so myself, I have never lost money on any of my positions but ofcourse I would never take such risks with real money well atleast not with mine own. They even have a office in dubai and they keep an eye on the trading by their own admission 80% of their clients lose money on trading I on the other hand get a call atleast one or twice a week asking me how I'm doing and if they can help out in anyways and if would I be intrested in opening a live account. Now I have to figure out a way to tell these guys I'm broke LOL RobbyG

I just do a very basic study of the candle stick charts and don't wait too long. Well with all trading the bigger the risk the bigger the reward. At the end of the day its all a gamble. I know many if not all will disagree with that, and come up with statesments like if you keep up the flow and do you research correctly etc etc, but at best it just educated guesswork.
