depends if you are a uae national or not. if you are under the sponsorship of your father and male then 21 years. if you are under the sponsorship of your father and are femal - then as long as you remain unmarried you are supposed to reside under his roof.
the lowest legal age for job seekers is 18 years.

I'm British would it be legal for my parents in another country to give me money and rent a flat out for me if i stay there and for me to go to school

no. the law requires that your sponsor (in your case as a non-national/ expatriate) be resident in the country as well. the sponsor would in most cases be your father, but in the case of single parents a mother or legal guardian.
you could apply for a student visa, in which case you would have to provide your own accommodation and financial support - this only applies to post-school studies.

so if I'm 16 and have parents in another country supporting me I can't live in Dubai and go to school (can someone give a link where it covers all of this please)

the short answer is yes, but if you don't believe me try calling the UAE consulate in london
the only way that your'e possibly going to get this right is if your parents buy a property in dubai - or buy the property in your name, this will get them a residency visa entitling you to live (but not work) in the uae

yes if you have no sponsor in the country. you would then have to enter and reside on a student visa, else get a job and a work visa
