Would 170k get you a decent 3 bed apartment around Dubai Marina such as JBR?
What is the development and location like, are there decent facilities for kids within the complex?

Yes you can if you negotiate hard

a friend got a 3 bed on the palm (shoreline apartments) for 165K .. and i think those have a nicer finish and better accessibility than JBR.
