Is it right that insurance companies wont pay if the car is hit inside a parking lot, especialy if it is a hit and run case?

No, that is not true. They will pay for the damage to you car but you need to get the police report just like for any other damage to your car. The problem however is that since there is no second party involved (unless they come forward which is not very likely) although you will get a green paper from the police you will have to pay the deductible for your claim since there is no guilty party available to claim it against.
So you should consider the amount of damage and if it is worthwile for you to claim considering the amount of deductible under your policy and the estimated cost of repair.
