most of the larger property development companies have thier own facilities management staff in place, only where it is a very specialised, or capital intensive area (landscape maintenance etc.) do they tender the work out. have a look at the websites for Emaar Properties as well as Al Nakeel, these are by no means the only developers, but of the largest. I'd also look at the Jumerieh Properties/ Holdings site as they own a large number of properties, resorts and hotels.
