Use your internet banking. It should have a function for paying your utility bills.
Should be able to set up a bill payment and pay either with credit or debit card.

This is what I did in the end. Obviously cannot rely on DEWA's own system.

the system works fine.
You cannot pay by the E System until you have had the approval by Mastercard or Visa. The ES needs to be registered and confirmed with your card provider only then can you use the E-Sys.
If you are using IE and you have a pop up blocker then this will be blocking the pop up that you are required to complete for your credit card before the E-System will accept card payments.

internet banking seems to be the best. Mashreq have payment options to almost everything. dont know abt others...

The system does NOT work fine. I have used it successfully before, but have had more misses than success with it.
It's nothing to do with browsers, credit card providers or anything else besides it being fundamentally crap.
Edit: And why is this in high tech? If you're going to move it, move it to products and services.
