You should be able to read your code off the odometer, which from what I can see, is about all that this device does anyway.
Is is cheap though, and ships worldwide, so why not just get one sent by post. Even if it is available locally, it won't be cheaper.
A better diagnostic tool would be one that monitors engine data such as
