What disturbs me in this terrible clip, from a security camera in Dubai, is the driver who just drives off like if nothing, so typical of Dubai.
I can't figure out what road it is.

i dont think thats Dubai. There is a yellow line on the side of the road, sorry I havent seen that kind of marking anywhere in Dubai let alone UAE. second there is a temproary crossing sign, again NEVER seen that kind of sign in dubai.
