If you use a port forwarding service or use alternative proxies your IP will be seen different

I know dial up give different ip too every time you log in.

Actually I wanted to register to a website that I was recently banned from

unfortunately.. i thnk you are accessing the site ** commonly ** through etisalat proxy / gateway. So if you try to register again they will still block you because it wont be your IP that will be sent, it would be etisalat's proxy server address..
Use some proxy to browse through the site, but make sure you dont get that banned as well, else you have to go hunting for others
