Hi, i just wanted some information for a friend: Which is the best hospital / surgeon in dubai or Abu Dhabi for brain tumor surgery (the department would be: neuro surgery or neurology) ?
Do you personally know of some one who has undergone such a surgery in dubai & has glowing recommendations for a specific place here ?
Or would people recommend to go to US or some western European place for this?

Most definitely look at the US or UK. Chances of it being successful are by far greater.
I can give one recommendation in the US: Beth Israel Hospital on 14th Street, New York City. I know of a woman some years back that required very serious brain surgery, was very touch-and-go as to recovery, but she came out of it with flying colors. I myself had treatment there and if I ever had anything that required specialists, I would go back.
They have something called a "sliding scale" payment system. I don't know if it would apply to your friend, but Google Beth Israel Hospital and look into it.

well the surgery took place in American Hospital and it was a success. So i guess American Hospital doctors/neurosurgeons are ok.
