Well it doesn't apply to the free zones. Also, the way I've seen it work in the UAE and other countries that localize jobs, there is a figure-head Local in the position and a number of other positions associated to the department that are held by different nationalities. As the HR Manager role is localised I predict that if they cannot find a qualified Emarati for the role they will have a local in that role to fulfill legal requirements and then have training managers, recruitment managers, etc etc from other nationalities. Sad but possibly true.
