I went to this site and it has an advertisement that offers $100,000 USD annually. It seems to good to be true. Should I apply?

I haven't checked the site but I can tell you that $100K is not that unusual in Dubai for senior positions in HR if you're a very experienced HR Mgr (preferably with major multinational companies in the west). In fact they could get much more than that just try and convert Aed 45K monthly into dollars and you'll see what I mean.
