You mentioned you will be provided by the company a 1BR apt (the biggest expense of all), so it means 4500 is mostly for groceries and daily expenses. Roughly, you can survive with that amount but you can't save a lot. And forget about 2BR apt, it's too costly.

US/EU cars... are they expensive to maintain?

I guess it has been a common rumour, hasn't it? (in Dubai, when got accident or warranty expired). Is that true?
And what about reliability over Jap's?

Personally I don't like Jap's that much either. Lack of security. Bumper is just a cosmetics.
