I don't know about sites, though I heard that there are nice diving sites in UAE.
But I know you need a PADI certificate to Dive anywhere in the world..
And Dubai is not an exception.

I know that there are a lot of vegetarians here in Dubai. But most of them are from India and they prefer indian cuisine which is quite spicy for europeans and such. The first thing you can do to find a job in Dubai is to register with Dubai recruitment agencies. And if you are qualified the rest is easy.
