New Born Kid Visa Delayed due to my own visa.

I have a kid of 120 days who was born in UAE. My kid have a legal home country passport, attested birth certificate from dubai foreign office. Can I apply emirates id for this kid. Infact I have changed the job and my new visa has not been stamped yet but medical is done and tomorrow i shall be giving application of my own ID. can i apply for ID of my kid at the same time because i want to avoid visa delay fine on kid. I dont know how much fine it is for delaying visa application and emirates id. can anybody here help me on this. will be much obliged for your prompt response.
