Can i apply a visa for my brother who has no vision in one eye?Please help me to know about the above concern !!!

No idea! And I'm not sure why they would give you special permission for that. Try posting in the Expat help section. Your best bet is to actually contact the immigration department, so see what they say.

Is he registered partially sighted?

The papers mentioned a man trying a sponsor his adult son who is jobless and suffers from epilepsy. The ministry said no.
