That's absolute b***sh**.
I drove a Peugeot in the UAE for a year. The A/C was so powerful, I was really happy to have climate control... normally I set the temperature to 23 degrees and after two or three minutes of driving I felt comfortable, even in summer.
I had some friends driving BMW and Mercedes and none of them complained about a bad A/C.
