There's three types of connections (at least with Etisalat, Du probably the same).
Post-paid account (you need residence visa for this one)
Al Wasel pre paid (any visa fine)
Visitor connection pre paid
I think the Al Wasel works out cheaper than the visitor package, especially if you want to use it a lot, but you don't get a free map of Dubai.
