Agree with Chocco, area you're wanting and with a 40k budget really only leaves you with shared accomodation - unless you stay somewhere like Karama or the skirts of Bur Dubai. Car wise you'll find Dubai to be a damn sight cheaper than Sg. Just check with ur company as well regarding transport allow...

I think by the term Asian you have to segregate out the Indians and Pakis from say SE Asians, as yes the former seems to fill up the construction/manual labor quotas. Dubai Marina stage 1 is pretty nice atm. Stage 2 will be tops when its complete, but that won't be for awhile yet. Still nice to walk around the canal.

I carried my radar detector here when I moved from Australia. Works fine and never had any dramas, normally set it to "volt meter" mode so the display shows the power level and if any one asks, "it's just a battery analyser"
