I am an Iranian lady, want to move to Dubai. I have a question: can i apply for driving license, as soon as i will get my residency or need time to pass?

I think you should check with the RTA. Iran is not on the list of countries which can do a Dubai licence exchange. Normally that would mean you need to do lessons before doing a test.
